The nation is in a position to guarantee all its citizens in real terms:

(1) The country has well-developed political, economic, physical, education, infrastructure and institutions in the city, rich in natural resources or facilities, which provide more ideal as a force of emulation. Such a society is more humane than those with all areas of mechanization and institutions.
